There are three choices 1. package all translations into a single package 2. split by webyast module 3. split by language (I dropped the fourth option: split by module and language) Initially, focus on ease of development. Choose whatever is easiest to package. Then option 2 is preferable as vendors will customize webyast, including removal of selected modules. The choice of language will be done by the end-user after the appliance is created.
