The functionality is not needed any longer. But Arvin found that 'testutf8' is also used in a YaST start script which is called during installation (/usr/lib/YaST2/startup/common/language.sh) and we need it there. And as Michael mentioned in comment#13 it is also used in /etc/profile.d/{sh,csh}.utf8.
