Unbinding serio1 from psmouse and unloading/loading the dw i2c module restores the functionality. Is this a kernel regression from 4.7.x?

Kernel regression - I would say yes. I have been running 4.7.x on TW from 4.7.1? to 4.7.6, and never had any issues with the i2c controller (and as it is mastering the touchbad, I would have been aware of any issues immediately). I think suspend/resume worked at least once with 4.8.3 but I have to check, currently I do not have the Laptop available.
