I have termined xfce4-power-manager to rule out it interfering (because it does actually, as I noticed - sets the brightness to max when returning to tty7). When switching from Xorg to a tty[1-6] console or back, the backlight level is always restored to the value 3. Additionally, the values in /sys/class/backlight/acpi_video0/{actual_brightness,brightness} are not updated - which may hint towards that it is the userspace driver setting the brightness directly without involving the kernel. $ lspci 00:02.0 VGA compatible controller: Intel Corporation N10 Family Integrated Graphics Controller (aka GMA3150). The patch did not lead to any change in behavior, that is to say, switching VTs<->X does not keep the current brightness level still.
