1.6.1 was accepted into Factory, but zypper up/dup will of course never see it as a potential update candidate.
It should install the new version as a *downgrade*, though? Tumbleweed users should get the new version installed, it's just presented in a slightly misleading way.
As long as 1.51 is already installed or available in some repository, 1.6.x will never be installed.
Unfortunately, packman still offers fdupes-1.51, too, so the downgrade won't happen for people who are subscribed to that repository as well as Factory. The edited spec file from https://build.opensuse.org/request/show/443905 should remedy that issue though.
