logrotate doesn't use the timer on Leap yet. Nevertheless having not existing services in the preset file should be safe. What did you do to trigger the error message?
Nothing intentional. This appears only on boot, it seems. Not subsequently. Not yet sure whether this FAIL to load the timer causes any other delays in services. -- You are receiving this mail because: You are on the CC list for the bug.

could you run grep -r logrotate.timer /usr/lib/systemd/system /etc/systemd/system please? I guess there's some unit file that requires logrotate.timer.

All of the systems have the reference to logrotate in /usr/lib/systemd/system-preset/90-default-openSUSE.preset too so that is not the cause.
