"RecoveryImage ... -b BACKUP_URI ..." does not create a backup. It is only meant to specify an existing backup (without the need of a local /etc/rear/local.conf file - i.e. so that any backup.tar.gz file can be used regardless if it was made by ReaR or otherwise). This is not explicitly mentioned in "/usr/sbin/RecoveryImage -h".
