I followed the #117 URL to https://build.opensuse.org/request/show/149258 but can't tell from all that naively formatted programmer gibberish how what or where to apply.

Have a look at the changes to conf.ntp.init - basically you have to remove "--noadjfile" at various places in /etc/init.d/ntp.
