No idea, why you want to use this ancient tool. But in order to be able to use it you need to disable the builtin clipboard of your desktop. Since I'm not familiar with xfce I can't tell you how. I'm sorry.
You'd need to write your own xinitrc and export the XFSETTINGSD_NO_CLIPBOARD environment variable in order to disable the built-in clipboard manager. Or you could just use something modern like xfce4-panel-plugin-clipman or parcellite which simply take over from the internal clipboard manager. (In reply to comment #5)
Here it's shown, it appears in menu "Zubehör". Just doesn't work.
The desktop file is marked with NoDisplay=true so it definitely not shown by default, maybe you've edited the menu with alacarte or another tool.
