This is the workaround for lack of nftables support in docker. Without that additional zone, containers have no Internet connectivity. (rhbz#1817022, jsc#SLE-16300) So the file can't be removed as long as we want docker to work. IMO it would be better to move the file to the docker package, but that might be a bit complex with file conflicts and having to reload zones after installing the docker package...
