This issue persists in Leap 15.3 ARM. I have reopened this bug and changed the product to highlight that the issue should be fixed before the release.
Where did you get the image from? Please try the latest image from https://build.opensuse.org/package/binaries/openSUSE:Leap:15.3:ARM/JeOS:JeOS... is not applied for openSUSE:Leap:15.3/u-boot
