Note, this may not be limited to gnome-terminal. It seems control-alt-l for lock screen is also ignored.

@Greg: This has been fixed now in Factory; the packages affected are vte and vte2, both carrying the same patch.
I think it would be good to ensure those patches also enter Tumbleweed.
Tumbleweed links bte and vte2 to GNOME:STABLE:3.4 and as such makes use of those modifications. I think it's safe to say that 'all aspects of this bug have been addressed'.
