Information by Dominique: If all consumers implement this correctly, we just need to add "/usr/etc/xdg" to $XDG_CONFIG_DIRS. This variable is set by /etc/profiles.d/xdg-environment.[c]sh (package aaa_base), soon to be moved to /usr/etc (aaa_base).

Makes sense. Should even work with consumers still using /etc/xdg, when just adding /usr/etc/xdg to the end of the list.
