We (i.e. openSUSE) do no longer provide a RPM package
which contains a file named rastertospl2.
In SUSE Linux 10.3 it was provided by the cups-drivers RPM
but since openSUSE 11.4 this huge all-in-one package package
is split, see http://en.opensuse.org/Portal:Printing
The Samsung ML-1610 should be supported by the splix RPM package,
see "openSUSE printer driver software packages" at
http://en.opensuse.org/Concepts_printing
You can use the YaST printer module to install
the openSUSE printer driver software packages,
see the "Driver" section in
http://en.opensuse.org/YaST_Printer
how to install printer driver software packages
with the YaST printer setup module.
In your particular case I assume you used a PPD file
(printer description file) to set up a print queue
but without having the matching driver software installed.
In this case see this YaST printer module help text:

Note that a printer description file is not a driver.
For non-PostScript printers the PPD file alone is
not sufficient to set up a working printer configuration.
In particular it does not work for non-PostScript printers
to download a PPD file from the Internet and then set up
the printer with such a PPD file.
The plain printer setup would work but actual printing
would not work because the driver is missing.
For non-PostScript printers you need a printer driver
and a PPD file which matches exactly to the particular driver.
Matching PPD files are automatically installed at the right place
when you install the above mentioned printer driver packages.
Only for PostScript printers, a PPD file alone is usually
sufficient to set up a working PostScript printer configuration.
In particular it is sufficient when the PPD file does not
contain a 'cupsFilter' entry because such an entry would
reference a printer driver.
