We could use a glibc.spec.in and produce both glibc.spec and glibc-optimized.spec from it. Or put everything into glibc.spec and remove the unneeded parts as needed. glibc.spec should Suggest: glibc-optimized, hopefully yast will autoselect it that way during update.
