Is that what you see in the preferences General config? So I really would expect it to be empty (and it always was). If you close an empty Firefox you'll get an empty Firefox again. That looks like the thing about reopening a session. If you have usability concerns, I'd suggest to raise an RFE at bugzilla.mozilla.org about it.
