Bootloader not [managed,required] is not the same as boot is not required. We now have multiple possible boot paths that conflict each other. A boot path needs to be selected during the installation process. It shouldn't be hidden in detailed package selection.
I guess this needs to be solved on the distro level, not Installer. By (our) definition (and it's there since its initial implementation), not managed means no bootloader. There's even a warning for that if you are selecting that option.
