Its the same thing as this bug in Ubuntu. Appears to be related to how libvirt and Apparmor interact. Workarounds listed did not seem to work.

Mmm... Can you add some more details? Like, what are the exact conditions for this behavior/bug to occur? I mean, people are creating VMs on Leap 15.4 and not seeing this, so there must be some specific steps/configuration/whatever that makes it trigger... Can you tell us more about that? While there, you may as well attach libvirt logs, VM's config files, etc. Those will likely be useful. In fact, the links point to an issue showing up on Ubuntu, in 2018, with QEMU 2.8 and Libvirt 3.6, which is not really the versions we have in 15.4.
