The generated grub.cfg will contain calls to the grub command 'linux', which grub.efi does not appreciate. I worked around manually loading initrd and kernel but for a normal user this would be critical. Then I manually added GRUB_USE_LINUXEFI to /etc/default/grub That gets me linuxefi into grub.cfg for now. Before that, I had to manually set /etc/sysconfig/bootloader:SECURE_BOOT='yes' to get grub.efi to the EFI partition at all.
