Now if a user plugs in his bt dongle nothing happens. The users dont cares and runs his bluetooth app, like kbluetooth, which tells him "No bluetooth adapter found". So either the user manual start hcid or he enables bluetooth via YaST (which only sets START_SERVICES="yes" in /etc/sysconfig/bluetooth). So this parameter should be default set to yes, because the daemon himself only starts, if a bt adapter is plugged in. The hcid daemon don't starts without a bt adapter. The check in the installation procedure can be left out and the parameter (START_SERVICES in /etc/sysconfig/bluetooth) should be default yes. If a user anyway has the intention to disable bluetooth he can do this via the YaST modul. From my POV, it is fine to start bluetooth per default, since you now can easily disable services as user. And you can always unplug your dongle :-)
Since we want to get rid of the yast2 bluetooth module in the long run anyway, we should enable it. I think it is OK to set START_SERVICES=yes if it really do not start/load anything until a device is detected, but it seems that is not the case. On my laptop (no builtin BT) Beta3 loads bluetooth,rfcomm and l2cap kernel modules. I do not think it should do that until a BT device is detected.
I don't understand why this happens. Can you try to find out what causes the module loading? Is the bluetooth init script enabled ("chckconfig bluetooth")?
