Both are sharing IRQ15. Or attempt to. Which appearently the latter one doesn't like. And the symbios chip doesn't even have a NVRAM; looks suspiciously like one of the cheapo NCR/SymBIOS cards which depended on the motherboard to provide a BIOS for them.
