I'm trying to figure out the best way to fix package "mtree" build failures due to "unresolvable: nothing provides libopenssl-devel" in non-suse O/S such as CentOS.

I think the best way to fix this is to add the following to the utilities project conf:

Substitute: libopenssl-devel openssl-devel

Can we add this?
