Because of this all networkmanager messages appearing 2 times. also im only able to make configurations in the KDE3 one. My Suse11.1 personal installation was maybe reason for this. First installing only kde3, then installing manually the kde4 packages and switching to it. At this point I have got 1xkde and 1xkde. during the tests to remove the networkmanagers I restart one the KDE4 one manually, and since then I have 2x the KDE4 version. NM-kde4 is under development and is included in 11.1 as a preview. The KDE3 one is the one you should be using day to day. It is by design that you can have 2 NM-kde4 applets, since they are just a status display and control. The actual configuration is supplied by one (at most one) kded module.
