Have you tested this on a current Factory setup? Do you recall if any cgroups were mounted when encountering this issue? AFAICT from current libvirt code, it only exposes controller tunables if the controller is mounted. There should be no controller setup if it is not mounted. I somewhen after an update restored the original config file (so the qemu.conf is now stock libvirt-0.9.4-2.3) and have not had a problem since. Sorry, I also neglected this bug and forgot to update it.
