Anyway, I see two ways around my ordering issue: 1) name the file generated from APACHE_MODULES differently, so it will be read before the other files in sysconfig.d - e.g. name it sysconfig.d/aaaaa_loadmodules.conf 2) write is someplace else, e.g. loadmodules.d/loadmodules.conf, and include that by using an additional '-C include /etc/apache2/loadmodules.d/loadmodules.conf', and before the sysconfig.d including -C option, so it comes earlier Both approaches look ugly, though, as they introduce new naming convention...
