I beleive it must be kept up to date as a security fixes. Current version in suse is 2007g and ftp://elsie.nci.nih.gov/pub/tzdata2007h.tar.gz is already avaiable. The current file does not include Brazilian Summer time that is due to Oct,14 2007.
