Try doing 'zypper up python-zypp' and see if that fixes it.
You're right. @Jacinto: if a python module named apt is missing it probably won't help installing a package named apt as these are normally not the same.
From man apport-retrace:

Yes, apport-retrace will use apt to install the missing packages (which should be changed as apt isn't really part of openSUSE) but that doesn't mean that the apt package will supply the python module that is missing and indeed apt.rpm does not contain the needed python module.
I'm not so sure.
