What do you find in the Preferences -> Content -> Languages? Is French in the list there? I'm currently not sure if that should appear automatically or if set that preference like 10 years ago. What do you find in the Preferences -> Content -> Languages? Is French in the list there?

Your preferences look fine. I have several Firefox on 13.1 installations and all are working as expected. I also have not heard of similar issues from anyone else. No issue for me with the example sites. I can switch languages without issues. Do you have any addons installed? Can you try -safe-mode?
