This used to work some time ago, now it doesn't.

If "/sys/devices/system/cpu/cpufreq/ondemand/ignore_nice_load" is set to 1, the
cpu frequency hits bottom rock and stays there, irrespective of processes that
run with normal priority and should cause the cpu frequency to go up.

The scaling still works on my laptop (same kernel, intel cpu), so that might be
a hint.
