If "/sys/devices/system/cpu/cpufreq/ondemand/ignore_nice_load" is set to 1, the cpu frequency hits bottom rock and stays there, irrespective of processes that run with normal priority and should cause the cpu frequency to go up. Latest Intel HW does not use the ondemand governor anymore and there this feature is gone anyway. But on this one it should still work. And also with conservative governor. A simple echo 1 > /sys/devices/system/cpu/cpufreq/ondemand/ignore_nice_load means you drop to min frequency forever (or until you change back).
