ARM or S390 might have a fixed HW setup and plugging-in some USBs is not that likely, well ARM-based laptops and single-board systems for home-usage already exists. x86_64 Desktop will be quite likely used for plugging-in some devices on the other hand, this is probably the only setup where a desktop environment could offer some functionality that allows for additional installation of firmware when new hardware is detected. x86_64 Server might not. On the other hand, how swapping devices are often used there, even network cards. Some servers are installed in a "degraded mode" - that is - without all the hardware being present at the time of installation. One more note for installing the full set and then removing something (e.g., during the first-boot process) is very dangerous as we never know whether the user wanted such package for some purpose or not.
