But this is not necessary on another machine using 12.3 and the exact same usb-bt dongle (the "Telcontar" machine above).

Yesterday, while hibernated, I removed the BT dongle. Today, when trying to answer your question, I plugged it again, but there was no response. So I had to reboot.

Well what do you think? It appeared after several minutes.
It's normal , because usb bluetooth device may not be enabled as soon as possible, it depend on which usb interface what you used.
