The repository was selected in the previous dialog. Actually there were selected two repositories: OSS and Non-OSS, but the Non-OSS repo does not contain license.tar.gz file (a bug?). If the OSS repo is not selected than no license is displayed. The behavior has been little bit changed recently as in the past Yast remembered the confirmed licenses and did not ask again if the same license was used later. But from legal POV that's wrong, you should always explicitly confirm the license. The license caching has been removed, see bnc#890968 for details. There is a usability problem - that the dialog does not tell to which repository the license belongs (bnc#899892) and the repo URL is not displayed (bnc#899891). Fixing these two should make it obvious that it's not a duplicate license dialog.
