Panels become visible as soon as the mouse cursor touches the edge of the screen, but when the cursor moves away the panels (seem) to remain visible. Thus they block parts of fullscreen applications, but do not respond to user interaction. I need to make them "reappear" by placing the mouse near the screen edge to use any of their functionality. The only way to hide the panels again is by switching to another virtual desktop.
