While the main reasoning is explained in the openFATE report, I would like to also point out the following: it would be very useful if, when owing to a wrong configuration of the proxy settings the auto-refresh fails, and access to the proxy module is right there for the user to tweak, so that he/she would not have to open up the entire YaST control centre for making proxy changes (note that the software management is the only YaST module that is directly accessible from GNOME/KDE desktop menus without the need to launch the YaST CC first). From my perspective proxy settings don't make much sense to put proxy settings to the software module. The software module has a lot of settings already and adding more settings makes it overcrowded.
