If the issue is that Industrial ships its own theme for OOo, then the Industrial theme needs to be fixed. I don't know why we use Industrial anymore either, but it is at least derived from Tango these days. Jakub has spent a lot of time to create the Industrial icon theme for OOo in the past (before the Tango theme was invented). I do not see any reason to remove it. If you do not like the Industrial theme, set you system to use the Tango theme. You could also report a bug against the GNOME default setting. It also does not fit in with any modern icons (within the past 3 or so years). OOo's Tango theme is much newer, was also done mainly by Jakub Steiner, and was made to match the cross-desktop Tango icon set and also the new GNOME icon theme (which is done in the Tango style). Therefore, using Industrial icons in OOo is a major regression. Putting it simply, we need to ship OOo with the Tango icon set.
