After a few more days I decided to do clean a install of OpenSUSE, the issue still persisted and as I needed the laptop for work(Windows had the same issue and I was out of space on the Arch partition) I had to wipe the disk clean and replace everything with a clean Ubuntu installation. Everything seems to be fine this time. I had Arch installed before Windows 10 so my uneducated guess would be Windows 10, or Windows drivers, somehow messed up with CPU clock settings on a hardware level that caused it to persist across reboots.
