[Bug 546856] enlarge hplip-hpijs to be useful for a CUPS print queue

This is related to bug #546893 (HPLIP bloats minimal selection) because the enlarged hplip-hpijs makes it useful on its own to do only plain printing with HPLIP even in a minimal system. If you agree I would fix bug #546893 together with this bug here. All what I suggest is to move files from the hplip main package to the hplip-hpijs sub-package. The hplip main package has a RPM requirement of the hplip-hpijs sub-package so that still all HPLIP stuff gets installed if the hplip package is selected to be installed. Currently I did not test if such an enlarged hplip-hpijs is useful on its own for a CUPS print queue but I will test it today.
