add $@ to run_scripts parameters and shift inside

I am using pppd to connect to my ISP pptp vpn network and some additional
scripts in /etc/ppp/ip-up.d/ to set up extra routes on connection (probably
should use yast, but that's the way it worked until now). After upgrading from
11.0 to 11.1-RC1 scripts stopped working. I found, that the only parameter,
passed to scripts in /etc/ppp/ip-up.d/ is "ip-up".

I am no bash expert, but probably this is caused by moving script invocation
code into function. Bash $@ variable contains only function parameters ("ip-up"
on start) and not script parameters.

attached "patch" fixes problem for me.
