So my first guess would be that libvirtd wasn't started at the time you created your virtual network and that's the reason why after rebooting, it suddenly works as expected.
Would that make sense ?
I'm very certain that libvirtd was started and running. Without libvirtd running, it wouldn't have been possible to: 1. login via virt-manager to try to create the network, and 2. connect using "virsh" to run "virsh net-define" first before calling "virsh net-start". -- You are receiving this mail because: You are on the CC list for the bug.
