The sane-backends 1.0.21 version upgrade caused bug #605914 (sane-config --libs contains @RESMGR_LIBS@ in the output) which is already fixed by Ludwig Nussel via submitrequest 40020: "remove disable-resmgr-support.patch. It's not needed as configure won't find resmgr anyways that fixes the build failure of xsane in Factory (forwarded request 39815 from lnussel)" Many thanks for the fix!
