Franck, to me it looked that the line you quote is a result of the logind issue.
logind simply replied this message because "something" called its dbus method "GetSessionByPID". But the fact that X server cannot open tty7 seems to be more critical. -- You are receiving this mail because: You are on the CC list for the bug.

I've seen this here on Tumbleweed ... my guess is that plymouthd has open the tty7 as *controlling* terminal hence any other process gets a permission denied. These could be related to bug boo#1088937
