However I am not sure that the patch is already in 15.2. I performed the following steps:
osc co Kernel:openSUSE-15.2 kernel-default cd Kernel\:openSUSE-15.2/kernel-default/ quilt setup kernel-default.spec
This just queues the patches but doesn't apply them. You'd have to run "quilt push -qa". But note that running quilt for kernel package takes *ages*. Really. I don't recommend this at all. For expanding the (open)SUSE kernel tree, use scripts/sequence-patch.sh script. At best, run it with --rapid option after installing rapidquilt package. Or you can use --fast option without it, too.
