System: fresh installation of 13.1 B1, KDE, happens both for new and old users, relevant "lspci -vv" output in attachment. Neither /var/log/messages nor /var/log/Xorg.0.log.old show any messages (because of freeze/reboot). KDE settings which trigger the bug the easiest: Configure Desktop->Desktop Effects->Advanced - Compositing Type: XRender - Qt Graphics System: Native - Scale Method: Smooth Especially the scale method determines how fast the bug hits, i.e. one needs the fewest resize operations when set to "smooth". Using OpenGL as compositing type delays the bug significantly, however it does hit nevertheless, it only takes longer (more window resizes). Maybe of interest to the KDE team: the above mentioned settings of KDE were set automatically when logging in into 13.1 B1 using an old user (created in 12.3, kwinrc then contained: Backend=OpenGL). So this setting was changed from OpenGL to XRender.
