You can change this in yast2 dsl module when you click on edit and set "Activate device" to "At boot time" value. Does it help?
No, as I said I have this option enabled in yast2 dsl module. Works fine for me so I don't think we have a bug here. I think it is! As yast2 do not saves any settings into /etc/sysconfig/network/ifcfg-dsl0 as I said. And I had that error before at home was also forced to resave interface settings in Yast to enable it then

In our office we going to Internet through openSUSE server so it is critical when interface does not starts in the morning automatically and requires manual intrusion every time.

I don't know. Please understand that bugzilla is not a support forum but a tool to file bugs. Please refer to the opensuse mailing lists for discussion. As already said, have a look at /var/log/messages and the log kinternet displays. Maybe the problem is visible there. I'd take a look if you attach it. No promise though. If I setup a functionality in Yast ("Activate device at boot time") but it does not work at all as required - isn't it a bug?! Just configure some private ip outside the networks you use for eth1 and things start working. It might even be sufficient to set a start mode. Also your log is flooded with martian source messages which indicates that eth1 is connected to some network.
