Yes, the "Add System Extensions or Modules" option is displayed when the yast2-registration package is installed, otherwise it's hidden. (In reply to Oliver Kurz from comment #2)
seems like SUSEConnect and yast2-registration are pulled in by yast2-installation with "--recommends". I suggest to have no hard dependency for openSUSE or just a "suggests" relationship in the spec file.
"Recommends" is not a hard dependency, if the package is not available then it is ignored. (https://github.com/yast/yast-installation/blob/master/package/yast2-installa...) In my opinion that's correct, the correct solution it that the package should not be distributed in openSUSE. We may offer registration and migration for Leap later on.
