That means the language pack is currently borked. There is no need to track that explicitely as TB3 is currently a moving target and locales are supposed to be broken in general. The build already ignores obviously broken locales and only installs the ones which "build" at all but there is no automated way to know if a locale is broken or not. I'll close it here as the next snapshot will probably fix it anyway. Sorry but locales are only really supported in the final release.
