Could you please send out an announcement next time you completely change which libraries your package provides, so that dependent packages have some time to adjust?
Should I write to the mailing list? I fixed some packages myself (Mesa, clazy), but it didn't occur to me to look for other packages that might also be affected. Others fixed bcc [1] and creduce [2], and the remaining packages using libclang seem broken for other reasons. (libqt5-creator doesn't compile, pocl doesn't want to use clang9 at all for some reasons.) It's mentioned in the change log, but I have to admit that the change log is pretty long this time, so it might easily be missed.
