If the user has already agreed to a license for a package, then there is no reason to 're-agree' to it (most EULAs explicitly state anyway, that the license covers the software, documentation and any updates thereto). Deciding on whether or not the license agreement has changed is a technical matter. If there is no technical solution, the brute force method would be to display the license agreement again anyway. It is in our own interest to hunt down the software that required a EULA to be displayed (note that Adobe (e.g.) includes its own method of displaying a EULA. If there is an update to an Adobe package such as acroread, Adobe takes care of ensuring that the end user has accepted the EULA).
