The bug prevents to create guides in Inkscape by dragging them from the rulers in to drawing area. But there is a work around helping to create such guides. Even if users create such guides they can not manipulate them - move or delete them. PS: "TRUE to stop other handlers from being invoked for the event. FALSE to propagate the event further." " Yes I know that using different gtk theme may prevent this behaviour. But oxigen is the default setting in many cases. Also there are many users who could not realize this and are not happy with the Inkscape 0.91 in openSUSE. So my kind suggestion is - possibly to ask some SUSE software engineer, to found the right place in the source code used by SUSE for Inkscape, and possibly to change this "TRUE" by "FALSE".
